Why was the Programme Developed?

This programme is part of SCF’s mission to:

  1. Promote cycling for all
  2. Promote safe cycling
  3. Start them young
  4. Provide opportunities to upgrade skills

Who is the Programme targeted at?

The programme is ideal for everyone – for those who want to learn how to cycle, cycle safely within a traffic-free environment, cycle safely within the Park Connector Networks, cycle safely on Singapore Roads, and cycle safely during a cycling event and to commute on a bicycle.


How was the Programme Developed?

The SCF took guidance from the Union Cycliste Internationale’s (UCI) Advocacy Commission which was mandated to oversee three key areas of work:

  1. Road Safety improvements to overcome barriers to cycle
  2. Opportunity and access for children to cycle
  3. Investment in sporting and everyday cycling infrastructure

The Programme was also modelled after the SwimSafer certification course. Just like how water survival skills are imparted in the SwimSaferProgramme, traffic survival skills are imparted through the Singapore Cycle Safe Programme. The Programme addresses four (4) areas of safety viz. Equipment, Person, Environment, Cycling Activity. The Programme is a progressive, with four levels of certification which imparts knowledge and skills required by a cyclist to negotiate their bicycle in Singapore (i.e. traffic free, park connector networks, road, and cycling event). The Programme has also adapted relevant materials from the National Parks, Singapore Police Force and Sport Singapore to ensure its comprehensiveness.


When was the Programme introduced?

In 2014, the Programme was initiated through a pilot conducted with the Park Connector Network team from National Parks and Sport Singapore.
In November 2015, the first batch of Trainers was certified and by mid-2016, a batch of 200 Cycle Safe Ambassadors were trained.
