COMMUNIQUE NO. 033 : REQUEST FOR PROPOSAL
A key strategic objective for Singapore Cycling Federation (SCF), in line with Sport Singapore’s Vision 2030, is the establishment of a National Performance Centre (NPC) where high performance programmes as well as community programmes and activities can take place. The SCF’s NPC will therefore not only serve as a pipeline for athlete development but will also enable the community to come together in pursuit of a healthy sporting activity.
To this end, the SCF have collaborated with the Brickland Citizens Consultative Committee (BCCC) to develop a BMX racing and Pump Track which will be located at Keat Hong Link (Choa Chu Kang Avenue 7). The Pump Track will be a public facility while access to the BMX Track will be controlled to ensure that only supervised activities take place in the BMX Track in a safe manner. The BMX NPC is expected to be completed in April 2025.
Apart from holding national-level training programmes and competitions in the BMX NPC, the SCF is also committed to community outreach programmes and activities including those for children, youth, adults, persons with special needs and physically challenged individuals.
Towards this end, the SCF would like to invite interested individuals or agencies to submit a proposal for the development and management of community outreach programmes for BMX Racing as well as initiatives to get Kids’ On Bikes. The proposal should include:
- a structured and progressive annual programme of activities which would serve as a pipeline into SCF’s Youth Development, National Development and National Training Squads.
- the organisation of a series of local competitions.
- a comprehensive marketing and outreach plan to promote BMX Racing and to get Kids’ On Bikes.
- a sustainable and viable management and operational plan on the activities to be organised including a payment arrangement to SCF for the non-exclusive use of the BMX Track for the activities as indicated above.
Interested individuals or agencies should submit their proposal(s) along with a fee quote and/or send your queries to generalmanager@singaporecycling.org.sg (c/o Mahipal Singh, General Manager) by 30 November 2024.
About the Singapore Cycling Federation
The Singapore Cycling Federation (SCF) was established in 1958 and is registered with the Registry of Societies. It is recognised by Sport Singapore (Singapore Sports Council) as the national governing body for the promotion and development of the sport of cycling. It is affiliated to the Singapore National Olympic Council (SNOC), the Asean Cycling Federation (ACF), the Asian Cycling Confederation (ACC) and Union Cycliste Internationale (UCI). The SCF is also a Charity and an Institution of Public Character (IPC).
SCF is responsible for the licensing of competitive cyclists, sanctioning of local cycling events, and ensuring compliance with UCI international regulations in competitions world- wide, involving Singapore-registered cyclists and Singapore-registered teams.
